An E-Payment is a non-cash payment made through the Internet, phone, or "over the counter" using a credit card, debit card or e-check. An E-Payment channel describes how an electronic payment service is offered such as through the Internet, phone, and over the counter. Back to top
Why E-Payments? Government agencies across the country and State of New Jersey have discovered that accepting credit cards, debit cards, and e-checks for taxes, utility bills, licenses, and other fees increases revenues, decreases collection time and handling costs, and provides consumers and taxpayers a convenience. In Pemberton Township, we have received many requests from residents and property owners to implement an E-Payment service. After considerable research and a competitive bidding process, Pemberton Township has partnered with Point & Pay, a subsidiary of Vesta Corporation, to provide a fully secure third-party E-Payment service. Is there a convenience fee for using the E-Payment service? Yes. Pemberton Township has contracted with Point & Pay to provide a secure payment portal to accept and process credit cards, debit cards and e-checks using three payment channels: Internet, phone, and over the counter. This portal provides a common interface for electronic transactions while relieving the municipal budget and individual Township departments of the expense of establishing the complicated and expensive security infrastructure necessary for such payments. The State of New Jersey allows for a convenience fee to be charged (N.J.A.C. §5:30-9.9) to cover the operating costs associated with E-Payment services. The convenience fees associated with Pemberton Township's E-Payment service goes to Point & Pay, and Pemberton Township does not retain any portion of the charge. Back to top
Can I still pay my taxes and other fees in cash or by paper check/money order? Yes. E-Payment is an option that has been implemented for your convenience. You may still mail a paper check/money order or pay by cash or paper check/money order at the cashier window in the municipal building. Back to top
Will I have the ability to preview the convenience fee prior to processing my payment? Yes. For Internet payments you will be directed after entering your information to a review and approval screen that shows your convenience fee. For phone payments you will be told the amount of the convenience fee by the computer generated voice attendant. For over the counter transactions the cashier has posted a onvenience fee schedule for you to review before processing an E-Payment. If you are uncomfortable with the convenience fee you will have the option of canceling the transaction using any payment channel before your payment is processed. Back to top
What payment types are available? Visa®, MasterCard®, American Express® and Discover® cards will be accepted in compliance with card association rules and regulations. We also accept debit/ATM cards and e-check payments. Back to top
What does "IVR" mean? "IVR"means Interactive Voice Response system. This is another way of describing the phone based electronic payment channel. The IVR service is provided in both English and Spanish. After you dial the toll free number a computer generated voice attendant will prompt you for your account number and other information necessary to process a payment. Back to top
My payment is late and I owe interest and penalties. Can I use the E-Payment service? Yes, but you must first call the Tax Collector's Office (for property tax and trash service accounts) or the Water Division (for water accounts) and confirm your balance due. Payments for less than the full amount due are credited first to any outstanding interest and penalties and then to the principal balance. Back to top
What happens if I only make a partial payment? Payments made for less than the full amount due are credited first to any outstanding interest and penalties and then to the principal balance. Remember, delinquent property taxes, water account charges and trash fees are a lien against your property. Unless we receive payment in full a lien continues to exist and additional interest and penalties may accrue. Back to top
Can I use the E-Payment service if my property is on the tax sale list? No. E-Payments cannot be used to pay prior year delinquent taxes starting 30 days before the tax sale list is finalized. More information will be posted online once the Tax Collector establishes the tax sale date and the date the Collector will prepare the tax sale list. However, prior to the 30 day period you can use E-Payments to pay delinquent prior year taxes. Back to top
Can I authorize automatic debits through the ACH process? Yes. However, the ACH service is available only for payment of property taxes. More information is available at the Tax Collector's Office web page. Back to top
